The court formed the Judicial Commission while hearing a petition filed against Lal Masjid tragedy. The court asked the commission to conduct investigation into the incident and submit a report within 45 days. The commission has also been tasked to ascertain the reasons which led to the Lal Masjid operation along with the number of deaths which took place during the operation.

During the hearing, a senior official of the Islamabad Police (DIG) Tahir Alam also presented a report over the Lal Masjid operation. The Chief Justice noted that the investigators had failed to prove whether those killed during the Lal Operation in 2007 were terrorists or not.
